Were they always arranged this way? NO. Voted to change at Annual Meeting 1991.

Who changed it? Parish & Finance Committees, with Treasurer Mike Bello was PC chair, Fred Ramsey was FC chair, & Spencer Day was Treasurer

Why was it changed? The “old” way required budgeting BEFORE knowing how much would be available for expenses! And spending began before approval!
